A covert intelligence assessment has revealed how US security concerns shaped the UAE’s access to advanced AI technology.
According to The Wall Street Journal, the CIA dispatched veteran officer Jonny Gannon to Abu Dhabi in 2023 to assess whether Sheikh Tahnoon bin Zayed Al Nahyan and AI company G42 had earned the U.S. government’s trust to access advanced Nvidia AI chips.
What began as a counterintelligence mission reportedly evolved into a key diplomatic effort that influenced US policy toward one of its closest Gulf partners.
Why G42 Became a US Security Concern
G42 had attracted scrutiny over its previous use of Huawei telecommunications equipment and its business ties with Chinese companies.
US officials were also concerned about CEO Peng Xiao’s past association with cybersecurity firm DarkMatter, which had been linked to surveillance activities.
According to the report, Gannon examined G42’s leadership, technology partnerships, and security practices while serving under diplomatic cover at the US Embassy in Abu Dhabi.
Following the review, G42 reportedly removed Huawei infrastructure, strengthened compliance measures, and agreed to independent audits.
These steps helped ease Washington’s concerns and paved the way for Microsoft’s $1.5 billion investment in the company, including a board seat for Microsoft President Brad Smith.
Intelligence Review Opened the Door to AI Chip Access
The assessment ultimately contributed to a broader shift in US policy. The Biden administration established a framework for conditional AI chip exports, while the Trump administration later expanded access by allowing the UAE to receive advanced AI technology without requiring individual export licenses.
The approval includes Nvidia’s latest GB300 AI processors, enabling major AI infrastructure projects in the region.
One of the biggest beneficiaries is Stargate UAE, a large-scale AI initiative backed by G42, OpenAI, and Nvidia. While supporters view the decision as strengthening a strategic partnership, critics continue to question whether the US has moved too quickly in sharing advanced AI capabilities.
Regardless of that debate, the UAE has now secured a significant position in the global AI infrastructure race.
